FDI Rebounds Sharply After a Weak April

Pakistan’s net foreign direct investment rose to $214 million in May 2026, compared with $55 million in April, according to figures reported from State Bank of Pakistan data. That means FDI increased by 293 percent month-on-month, a strong recovery after a weak April reading.

The improvement is important because FDI represents money coming into the country for longer-term business activity, such as power projects, financial services, manufacturing, infrastructure, and other commercial operations.

However, the monthly jump should not be read in isolation. Compared with May 2025, the latest FDI number was still around 8 percent lower. This means May showed a strong recovery from April, but not a full return to last year’s monthly level.

Why it matters: May brought a strong monthly recovery, but the year-on-year and 11-month numbers still show that investment momentum needs consistency.

Why April Looked Weak and May Looked Better

Market commentary linked April’s low base partly to an outflow in the cement sector, including the Attock Cement divestment. When one large transaction creates an outflow in a specific sector, it can pull down the monthly FDI number and make the next month’s recovery look much larger.

This is why the 293 percent increase is useful, but it needs context. The number shows a meaningful bounce, yet the comparison is against a depressed April figure. For readers, the more balanced message is that May brought relief, but the investment trend is still under pressure when viewed over the full fiscal year.

During the first 11 months of FY26, net FDI stood at about $1.623 billion to $1.624 billion, down roughly 28 percent year-on-year. That decline shows Pakistan still needs stronger and more consistent inflows to build investor confidence over several months, not just one reporting period.

China UAE and Hong Kong Lead the Monthly Inflows

Country-wise, China, the United Arab Emirates, and Hong Kong were among the largest sources of FDI in May. Detailed market reporting put China’s contribution at about $79.3 million, followed by the UAE at $50.5 million and Hong Kong at $27.1 million.

These inflows are significant because Pakistan’s investment profile has often depended on a small group of major partner countries. Stronger inflows from China and the Gulf region can help support projects in power, infrastructure, finance, logistics, and industrial activity.

At the same time, reliance on a few large sources also shows why the country needs broader investor participation. More diversified inflows would make the investment account less vulnerable to delays, one-off exits, or sector-specific outflows.

Indicator Latest figure What it shows
Net FDI in May 2026 $214m Strong monthly rebound
Month-on-month change Up 293% Recovery from weak April
Year-on-year change Down around 8% Still below May 2025
11MFY26 net FDI $1.623bn to $1.624bn Down about 28% YoY
Total foreign investment in May About $446m Helped by public investment

Investor signal: The rebound is positive, but Pakistan needs repeated monthly gains to turn one strong data point into a durable investment trend.

Power and Financial Businesses Attract Most Investment

Sector-wise, the power sector and financial businesses attracted the largest share of FDI in May. Market data showed the power sector receiving the highest inflows, helped by hydel and coal-related investment, while financial businesses also remained a major recipient.

The power sector’s role is not surprising. Energy projects usually require large capital commitments and often involve foreign partners. Investment in financial businesses also matters because it can support banking, lending, payments, insurance, and other services used by households and companies.

The challenge for policymakers is to turn these inflows into broader economic momentum. Pakistan needs direct investment not only in power and finance, but also in export industries, technology, agriculture value chains, manufacturing, and services that can create jobs and foreign exchange earnings.

Total Foreign Investment Also Improves in May

Total foreign investment, which includes foreign private investment and foreign public investment, rose strongly in May to about $446 million. This was helped by public investment inflows, even though portfolio investment recorded a net outflow during the month.

For 11MFY26, however, total foreign investment remained much lower than last year. It stood at about $478 million compared with around $1.56 billion in the same period of FY25. This weaker cumulative picture shows that one strong month cannot fully offset earlier pressure.

The latest numbers therefore send a mixed but useful signal. May’s rebound shows that investment can recover when large inflows return, but the country still needs policy stability, smoother approvals, improved business confidence, and better sectoral diversification to sustain the trend.

Caution: The May jump was helped by a low April base, so the headline percentage should be read with the weaker 11-month trend.
