Pakistan’s access-to-finance agenda is showing faster movement across homes, farms, small businesses, electric vehicles and export-linked credit, according to the latest official updates.
Apna Ghar Financing Gains Pace
Pakistan’s PM Apna Ghar programme has recorded strong growth since June 2026, with applications rising 52 percent to more than 139,000. Approved applications have increased 84 percent to over 46,000, showing a faster movement from interest to bank-level approval.
Approved financing has nearly doubled from Rs144 billion to around Rs280 billion. More than 7,600 loans worth over Rs38 billion have already been disbursed, marking a 59 percent increase. The figures were highlighted in an update shared by Khurram Shehzad, adviser to the finance minister.
The distinction between approved financing and disbursed loans is important. Approved financing shows the pipeline of potential housing credit, while disbursement shows money that has actually reached borrowers. Both indicators suggest that the housing finance drive has gained momentum.
| Finance Signal: The housing programme is moving beyond applications, with actual loan disbursements now above Rs38 billion. |
Agriculture Credit Also Expands
Agricultural financing has also widened. The number of agriculture borrowers rose from 3.26 million in June to 3.37 million by mid-August, adding around 115,000 borrowers to the formal credit system. Total agricultural financing remained at about Rs1.26 trillion.
Under the Zarkhez-e programme, more than 58,000 farmers have registered. Bank approvals increased 12 percent to more than 16,700, while approved financing crossed Rs7.2 billion. Around 5,000 loans have been disbursed under the programme.
The agriculture push matters because many small and tenant farmers depend on informal borrowing at high cost. Better formal access can support seeds, inputs, equipment and working capital, but the impact will depend on timely processing and repayment conditions that suit farm cycles.
| Sector | Latest Progress | Key Number | Status |
| Housing | Apna Ghar disbursements crossed Rs38bn. | 7,600+ loans | Growing |
| Agriculture | Borrower base rose by around 115,000. | 3.37m borrowers | Expanded |
| Zarkhez-e | Bank approvals rose and loans were disbursed. | Rs7.2bn+ approved | Progressing |
| SMEs | Formal finance access continued at scale. | Rs1.05tn | Active |
| Green finance | PAVE approvals and EV deliveries increased. | 1,500+ EVs | Growing |
SMEs and Exports Get Credit Focus
Access to formal financing is also being expanded for small and medium enterprises. Around 330,000 SMEs are accessing approximately Rs1.05 trillion in formal finance, according to the update.
New credit scoring models being introduced across 13 banks are meant to reduce reliance on traditional collateral-based lending. This is significant for smaller businesses that may have sales, cash flows and digital records but not enough immovable collateral to satisfy conventional lending requirements.
The financing agenda is also linking credit with working capital, long-term investment, export refinancing and performance-based incentives. The policy aim is to help businesses expand productive capacity, improve competitiveness and generate additional exports.
| SME Watch: Credit scoring could help smaller firms access loans, but success will depend on bank adoption and data quality. |
PAVE Drives Green Finance
Green finance has emerged as another active area under the Pakistan Accelerated Vehicle Electrification programme. PAVE has received more than 83,000 applications, while approved applications have crossed 15,800, up 24 percent since June.
More than 4,000 loans have been disbursed under the programme, a 34 percent increase. Electric vehicle deliveries have more than tripled from 471 at launch to over 1,500, showing that financing is beginning to convert into actual mobility adoption.
The programme links household and small-enterprise transport needs with cleaner mobility. If managed well, it can support lower fuel use, cheaper daily transport and new market demand for electric bikes, rickshaws and related services.
Credit Push Needs Careful Delivery
The latest numbers show that Pakistan is trying to move finance toward productive activity rather than only consumption. Homes, farms, SMEs, exports and electric mobility have all been identified as priority areas where credit can support wider economic participation.
However, growth in applications and approvals must be matched by responsible lending, clear eligibility rules and strong monitoring. Programmes can lose credibility if borrowers face delays, unclear documentation demands or repayment terms that do not match their income cycles.
For now, the access-to-finance update shows visible progress since June. The next test will be whether these loans translate into home ownership, higher farm productivity, stronger SMEs, more exports and wider adoption of clean transport.
