Strong Bidding Pushes Revenue Above Target

The National Highway Authority has completed the bidding process for 81 of its 93 toll plazas nationwide, securing revenue that exceeded its FY2026-27 target by more than Rs 1.06 billion. The auction was conducted under approved procedures and terms, with officials describing the process as fair, competitive, and orderly.

The average winning offer was around 30% higher than the reserve price fixed for the toll plazas. For a public infrastructure agency, that premium matters because toll receipts are a direct revenue stream linked to road operations, maintenance obligations, and future improvements across national highway networks.

The results also suggest that private operators still see value in toll collection rights, especially on busy routes where traffic volumes can produce steady monthly collections. Major companies and private firms that secured operational rights included the National Logistics Cell, Ali Enterprises, Muhammad Ramzan & Company, and Gohar Hayat.

Policy Note: Higher toll auction receipts can support highway maintenance and revenue planning, but the long-term impact depends on transparent contract enforcement, service standards, and smooth collection operations at awarded sites.

Jamshoro and Sangjani Lead Monthly Bids

Among the highest monthly bids, Jamshoro Toll Plaza recorded Rs 156.67 million, while Sangjani Toll Plaza recorded Rs 134.85 million. These two sites stood out because of their scale and strategic route value, making them among the most attractive assets in the current auction round.

The largest percentage increase over reserve price was reported at Bewata Toll Plaza on the N-70, where the winning bid exceeded the benchmark by 880%. Nokundi Toll Plaza on the N-40 also recorded a sharp rise, with the winning bid coming in 154% above reserve price. Such increases point to intense bidder interest in selected corridors, even where absolute monthly figures may differ from the largest plazas.

Why the Auction Matters for Highways

Toll plazas are not just collection points for road users. They are part of the revenue architecture that helps fund highway maintenance, operation, and modernization. When bidding rises above reserve prices, the authority gains additional fiscal space, while operators compete for routes where they expect reliable traffic flows and recoverable operating costs.

For Pakistan’s highway network, stronger toll receipts can improve planning predictability. This is important because roads require recurring expenditure, including pavement maintenance, staffing, digital monitoring, safety management, and upgrades at busy corridors. A higher auction premium may therefore support a more sustainable funding model if receipts are collected and contracts are managed transparently.

The participation of logistics-linked and private firms also reflects the commercial importance of toll corridors. Freight movement, intercity passenger travel, and industrial supply chains all depend on road connectivity, making toll rights attractive where traffic density is high and enforcement conditions are clear.

Revenue Impact: The auction result is positive for NHA’s FY2026-27 receipts, but road users will watch how collection quality, lane management, service standards, and congestion controls are handled after operators take charge.

Remaining Plazas Still Need Resolution

Despite the strong overall result, 12 toll plazas remain unawarded. According to the reported breakdown, one plaza is linked to an ongoing court case, nine did not attract any bids, and two failed to receive registrations for participation in the auction. The authority has said the process for remaining sites will continue.

These pending sites show that not every toll asset carries the same market appeal. Some plazas may face legal uncertainty, weaker traffic assumptions, lower commercial attractiveness, or operational concerns that reduce bidder interest. In such cases, NHA may need to reassess reserve prices, clarify contractual terms, or resolve administrative issues before a successful award can be made.

The broader auction, however, gives the authority a strong start for the new financial year. If the remaining plazas are resolved efficiently, NHA can further improve revenue coverage across its network while giving operators clearer responsibility for collection and site-level management.

Warning: The revenue gain should not be treated as a complete solution for highway financing. Consistent oversight, audit discipline, and public service quality will be essential after the auction contracts are implemented.
