•       Forex reserves are expected to close the fiscal year at approximately $18.4 billion — higher than earlier estimates.
•       FY2024-25 closed with a primary surplus, an all-time low fiscal deficit, debt-to-GDP well below 70%, and GDP growth of 3.7%.
•       PIA is now in private hands, three DISCOS are in the roadshow process, and 28 state institutions have been handed to the Privatisation Commission.

Finance Minister Muhammad Aurangzeb has confirmed that Pakistan’s new AI-led tax administration system will issue notices automatically with minimal human intervention — a fundamental structural change to how the tax system interacts with taxpayers. Speaking at the Pakistan Banking Summit 2026 in Karachi, Aurangzeb also projected record remittances of $41–42 billion, forex reserves at $18.4 billion, and outlined an economic trajectory that is moving from stabilisation toward sustainable growth.

The AI Tax System — What It Means

Parliament has formally approved a new tax administration operating model in which artificial intelligence and technology take over the role of initiating contact with taxpayers. Tax notices — the formal communications that open audits, request information, or assert liability — will be issued by the AI system rather than by individual tax officials. The finance minister described this as a very fundamental change because it directly addresses one of the most persistent structural problems in Pakistan’s tax administration: the discretionary power held by individual officials over which taxpayers receive attention and how much.

🤖  WHY AI-ISSUED NOTICES ARE A STRUCTURAL FIX

Human intervention in tax dealings is widely identified as a primary driver of two interconnected problems in Pakistan’s tax system: selective enforcement and corruption. When a tax official can decide who to audit, what to flag, and how aggressively to pursue a case, that discretion creates both the incentive and the opportunity for rent-seeking. An AI-led notice system that applies consistent criteria across the taxpayer base eliminates the official’s gatekeeping role in initiating enforcement — making the system simultaneously more predictable for compliant taxpayers and more comprehensive in its coverage of non-compliant ones.

Aurangzeb projected remittances closing at $41–42 billion for the current fiscal year — a record figure that reflects both the large Pakistani diaspora and the government’s success in channelling remittance flows through formal banking channels. The $18.4 billion forex reserves projection, he noted, is higher than earlier estimates, reflecting a stronger external account position than initially modelled. The minister characterised the current account as strong, with remittance flows covering the import bill gap and supporting the currency.

From Stabilisation to Growth

Reviewing the FY2024-25 outturn, Aurangzeb highlighted a primary surplus, an all-time low fiscal deficit, debt-to-GDP well below 70%, and 3.7% GDP growth on the back of a rebound in Large-Scale Manufacturing. He acknowledged a dip in exports but said the decline was concentrated in the food segment — value-added exports, particularly in textiles, continued to show year-on-year growth, which he described as the more important structural indicator.

Looking ahead, Aurangzeb identified banking sector lending as mission-critical to sustaining the growth trajectory. He specifically named SMEs, exporters, agriculture, manufacturing, construction, and IT as the priority lending categories — sectors where access to finance constrains output and employment. The minister also highlighted the Pakistan Stock Exchange as a positive signal, noting growing investor numbers and Gen Z participation alongside corporate profitability returning to double digits. He announced that a medium-term tax strategy would follow the current budget cycle’s reforms.

Privatisation Progress

Aurangzeb confirmed that PIA has been transferred to the private sector, the roadshow for three electricity distribution companies (DISCOs) has been completed, and 28 state-owned entities have been placed under the Privatisation Commission’s mandate. The minister described this as part of a structural journey from government as operator to government as regulator, consistent with the IMF-supported reform agenda. He acknowledged there is still a long way to go but expressed satisfaction with the direction of progress.
