The Federal Board of Revenue has introduced a special fixed tax procedure for small shopkeepers for Tax Year 2026, giving eligible retailers a simpler way to register, file returns and avoid routine audit pressure while staying inside the formal tax system.

FBR Targets Retail Documentation With Simpler Filing

The Federal Board of Revenue has notified the Special Procedure for Small Shopkeepers for Tax Year 2026, a compliance framework aimed at drawing more retail businesses into the tax net without forcing every small shopkeeper into the full regular return process. The scheme applies to individuals who earn income exclusively from retail shop operations and whose annual turnover does not exceed Rs. 200 million.

The measure is important because Pakistan’s retail sector is large, cash-heavy and difficult to document through conventional tax enforcement. Instead of starting with heavy audit activity, the new procedure gives qualifying shopkeepers a simplified route through the IRIS web portal, the Shopkeepers’ Mobile Application, or the nearest tax office. The scheme is optional, so eligible retailers can either use the special procedure or continue filing a regular income tax return.

Who Can Use the New Shopkeeper Scheme

The procedure is limited to individuals deriving income from retail shops. It does not apply to retailers whose turnover exceeded Rs. 200 million in any of the previous three tax years, owners of more than one shop, Tier I retailers, jewellery sellers, or professionals such as doctors, engineers and lawyers. This keeps the benefit focused on ordinary retail shops rather than larger businesses or service professionals.

Status Rule
Eligible Individual retail shopkeepers earning income only from retail shop operations
Turnover cap Annual turnover must not exceed Rs. 200 million
Excluded Owners of more than one shop, Tier I retailers and jewellery sellers
Excluded Doctors, engineers, lawyers and other professionals
Choice Shopkeepers may use this scheme or file a regular return

Eligible retailers will file a simplified tax return declaring sales, purchases, expenses, net profit and assets. The form will be available in Urdu and regional languages, which should make compliance easier for shopkeepers who are not comfortable with complex tax language. Participants will not be required to install sales tax point of sale systems or digital invoicing infrastructure under this special procedure.

Minimum Payment and Withholding Tax Adjustment

Retailers choosing the scheme will be allowed to adjust withholding tax against their tax liability. However, they must still pay at least Rs. 25,000 in cash with their annual return, even if their withholding tax is higher than the tax due. Where withholding tax exceeds the minimum payable amount, no refund will be issued.

Participants will also be exempt from withholding tax obligations under Section 153 and from the minimum tax provisions under Section 113 of the Income Tax Ordinance. For small retailers, these exemptions are likely to be one of the strongest attractions of the scheme because they reduce paperwork and remove some normal-regime compliance pressure.

Green Plate Offers Compliance Visibility

Shopkeepers who opt into the procedure will receive an FBR Compliant Shopkeeper Plate, commonly called the Green Plate. It will carry a QR code, the shopkeeper’s name, National Tax Number and business address. According to the FBR, tax officials will generally not enter shops displaying the Green Plate for matters covered under the special procedure.

The audit relief is not absolute. Investigations may still be initiated, in consultation with trade associations, if third party information shows significant financial transactions, ownership of expensive assets, or misuse of the scheme for tax avoidance. This means the scheme offers protection for bona fide shopkeepers while preserving enforcement powers in suspicious cases.

Penalties for Missing the Filing Deadline

Shopkeepers who neither file a regular income tax return nor opt for the new procedure by the due date will face escalating penalties. The first default carries a Rs. 10,000 penalty, the second Rs. 25,000, and the third Rs. 50,000, with at least a one month gap between each penalty proceeding.

Default Penalty
First default Rs. 10,000
Second default Rs. 25,000
Third default Rs. 50,000

For eligible retailers, the practical choice is now clearer: either use the simplified procedure and pay through a lighter compliance route, or remain in the regular tax return system. The success of the scheme will depend on how easily shopkeepers can register, how clearly FBR communicates the rules, and whether tax officials apply the Green Plate protection consistently.

Important Note

The scheme is optional, but eligible shopkeepers who ignore both regular filing and the special procedure may face escalating penalties.
