Government Plans to Impose New Duty on Nicotine Pouches And E-cigarettes

June 13, 2024Zayn0

On Wednesday, June 12, the federal government is anticipated to implement the federal excise duty (FED) on nicotine pouches and e-cigarettes through the Finance Bill 2024. There isn’t any FED on nicotine pouches right now. The tax rate on electronic cigarettes would be raised to match that of traditional cigarettes.

Calculated Revenue Production

It is predicted that the policy will bring in billions of dollars in revenue. The government will use this increased cash to support efforts to strengthen the nation’s fiscal position.

FED Rates for Conventional Cigarettes Stay the Same

There would be no change to the current FED rates on cigarettes. This implies that rather than placing more taxes on traditional cigarettes, the government is more interested in broadening the tax base to include newly developed nicotine-based goods.

Stepping Up Enforcement Actions

Enforcement actions to stop the illegal cigarette trade would be stepped up, and the budget for 2024–2025 would significantly raise fines and penalties. By taking this action, the growing issue of illicit commerce is to be curbed and fair competition for lawful enterprises is to be guaranteed.

Target for Ambitious FBR Tax Collection

The Federal Board of Revenue (FBR) is expected to set a tax collection target of Rs. 12.9 trillion for 2024–25, up from Rs. 9.4 trillion for 2023–24. This is a significant increase of Rs. 3.5 trillion. This audacious goal demonstrates the government’s dedication to improving revenue production and fortifying the nation’s budgetary underpinnings.

Increasing the Tax Net

The government wants to increase the size of its tax base and collect money from new and potentially dangerous items, which is why it is implementing FED on nicotine packets and electronic cigarettes. This is in line with the global trend of taxing new goods containing nicotine in a manner akin to those of traditional tobacco products.

Taking Care of Health Issues

The government’s recognition of the possible health dangers linked with nicotine pouches and e-cigarettes is reflected in their inclusion within the tax ambit. The government aims to discourage the use of imported cigarettes and advance public health by matching their tax rates.

In Summary

The Finance Bill 2024’s proposed fiscal policies highlight the government’s multipronged strategy for increasing income production, reducing illicit trade, and advancing public health. It is anticipated that these measures will enhance Pakistan’s overall budgetary position and improve the welfare of its people.
