Digital Shift in Pakistan’s Document Attestation Process

The Ministry of Foreign Affairs (MoFA) is working on a new mobile application to handle general document attestation, as part of a broader push to digitise consular services and make them easier for the public to use.

According to official documents, the upcoming app is designed to modernise the attestation process by reducing human interaction at counters, cutting down physical visits and allowing people to track their applications in real time. For many citizens who currently have to visit MoFA offices or camp offices in person, the new system promises a more convenient, technology-driven alternative.

The ministry’s goal is to move away from paper-heavy, manual workflows and towards a digital model where most steps can be completed online, from submitting requests to receiving updates and confirmations.

Key Features of the Upcoming MoFA Attestation App

The planned mobile app will allow users to submit attestation requests, upload required documents and receive status updates directly on their phones. Real-time tracking will help applicants see where their case stands in the process, reducing uncertainty and the need for repeated follow-up visits or calls.

By minimising face-to-face interaction, MoFA aims to shorten queues at consular counters and lower the risk of errors or delays caused by manual handling. A digital record of submissions and decisions will also make it easier to maintain transparency and traceability in the attestation process.

Officials expect the app to be especially useful for Pakistanis who live far from MoFA offices, as well as students, professionals and overseas Pakistanis who need timely attestation of educational, civil or commercial documents.

Integration with Key Government Databases and Services

To make verification faster and more reliable, the ministry plans to link the new attestation system with databases of other government institutions. These include the Higher Education Commission (HEC), the Inter-Board Committee of Chairmen (IBCC), the National Database and Registration Authority (NADRA) and relevant provincial departments.

Once integrated, the app will be able to confirm certain details directly from these official sources, reducing the need for manual cross-checking and helping to detect forged or altered documents. This kind of backend connectivity is expected to improve both the speed and the integrity of the attestation process.

In parallel, MoFA plans to construct a new Consular Hall to better accommodate the growing number of service users and support a one-stop digital solution. Working with external service providers, the ministry aims to combine physical facilities with online systems so that people can choose the channel that suits them best.

Following the Apostille Model and Expanding Access via Aasaan Khidmat Centers

The digitisation of the general attestation process will follow the model of the Apostille Attestation system already being implemented for certain categories of documents. This means that many steps will be standardised, streamlined and supported by clear digital records, making it easier for both applicants and officials to manage cases.

MoFA also plans to link the new system with Aasaan Khidmat Centers, which act as local access points for multiple government services. Integrating document attestation into these centres will allow citizens to use nearby facilities rather than travelling long distances to central MoFA offices.

In the long run, officials hope that a mix of mobile access, integrated databases, local service centres and a dedicated Consular Hall will create a more user-friendly, transparent and efficient attestation ecosystem. For citizens and overseas Pakistanis, this could mean less time spent in queues and more confidence that their documents are processed securely and on time.
