MoU on Next-Generation Digital Payment Systems

Pakistan has taken another step towards advancing its digital finance ecosystem as the Ministry of Finance signs a Memorandum of Understanding (MoU) with SC Financial Technologies LLC, an affiliated entity of World Liberty Financial. The understanding focuses on collaboration around emerging digital payment architectures and the potential use of SCFT’s stablecoin, USD1, for cross-border payments.

Under the MoU, both sides will engage in structured dialogue and technical cooperation to support secure, compliant and transparent digital payment infrastructure. The partnership will also look at innovations in cross-border settlement and foreign exchange mechanisms, areas that are becoming increasingly important for countries with large remittance flows like Pakistan.

USD1 Stablecoin and Cross-Border Settlement

A delegation led by Zachary Witkoff, Chief Executive Officer of SC Financial Technologies LLC, met senior Pakistani officials to discuss how different countries are approaching regulatory frameworks and technological shifts in digital payments and settlement systems. The discussions included how a regulated stablecoin such as USD1 could be used to simplify, speed up and potentially lower the cost of cross-border transactions.

Officials and industry observers note that this engagement reflects Pakistan’s growing profile in global digital finance. World Liberty Financial is now in its second round of high-level talks in the country, and Pakistan is increasingly seen as a potential early partner jurisdiction for testing new digital payment models, including stablecoin-based solutions for remittances and trade.

Any move towards practical use of USD1 would, however, be aligned with domestic regulation, financial stability goals and Pakistan’s broader monetary and foreign exchange framework.

Pakistan’s Proactive Approach to the Future of Finance

Commenting on the latest development, Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb said that Pakistan intends to remain proactive in shaping the future of finance rather than reacting to changes after they happen.

“Pakistan recognises that the future of finance is being shaped today. Our focus is to stay ahead of the curve by engaging with credible global players, understanding new financial models, and ensuring that innovation, where explored, is aligned with regulation, stability, and national interest,” he noted.

This engagement builds on a Letter of Intent signed in April between World Liberty Financial and the Pakistan Crypto Council, led by CEO Bilal Bin Saqib. That earlier agreement created a platform for knowledge-sharing on emerging financial technologies and signalled Pakistan’s willingness to study new models such as tokenised assets, blockchain-based settlement and digital currency use cases.

Regulatory Progress in Pakistan’s Virtual Asset Sector

The MoU also comes against the backdrop of regulatory progress in Pakistan’s digital asset space. On 12 December, the Pakistan Virtual Asset Regulatory Authority issued No Objection Certificates (NOCs) to global exchanges Binance and HTX, allowing both platforms to begin local incorporation.

The NOCs were granted in under five months, a faster pace than in many other jurisdictions, and formed part of broader engagement with the global crypto industry. As part of that outreach, Binance Founder Changpeng Zhao and TRON Founder Justin Sun both visited Pakistan for meetings with public and private sector stakeholders.

These steps indicate that Pakistan is working on a regulation-first approach to digital assets, where new products and services are encouraged but are expected to operate within a clear supervisory and compliance framework.

A High-Potential Frontier Market for Digital Payments

Pakistan is increasingly viewed as a high-potential frontier market for digital payments and financial innovation. The country benefits from strong annual remittance inflows of over USD 38 billion, rapid growth in its digital economy, a young and connected population and a large base of crypto and digital asset users.

Estimated trading volumes in digital assets, combined with rising smartphone penetration and improving internet coverage, are drawing the attention of global fintech and Web3 firms. With international interest growing and regulators signalling a willingness to engage, Pakistan is positioning itself as an important player in the global evolution of digital finance and cross-border payment systems.

How the MoU around USD1 and other digital finance initiatives develop over the coming months will be closely watched by the market, as they may help shape the next phase of Pakistan’s digital payments story and its role in the broader financial technology ecosystem.
