⚡ Quick Takeaways

  • Prime Minister Shehbaz Sharif has approved a new master plan for NARC.
  • The agriculture reform push includes AI-based plant and pest identification.
  • NARC is planned to be divided into seven districts with five Centres of Excellence.
  • The government is accelerating farm finance, insurance and digital support schemes.
  • Organic cotton and date clusters in Balochistan will test traceable export models.

Pakistan is trying to modernise its farm research system by combining artificial intelligence, stronger laboratories and new financing tools. The plan is meant to lift productivity, especially for small and medium-scale farmers who often face weak advisory support, uncertain crop estimates and uneven access to quality inputs.

AI and Research Move Into Agriculture

Prime Minister Shehbaz Sharif approved a major overhaul of Pakistan’s agricultural research system during a meeting on agriculture reforms on August 22. The centrepiece is a new master plan for the National Agricultural Research Centre, with instructions for early implementation.

The reform package also places technology closer to day-to-day farming. Officials briefed the meeting on an AI-based application for identifying plants and pests, a SUPARCO-backed crop assessment programme and the Pakistan Tobacco Board Automation Project. Several short-term technology initiatives have already entered implementation.

For farmers, the useful test will be practical access. AI tools can help field staff and growers identify crop stress or pest attacks more quickly, but their value depends on timely advice, local-language usability, verified data and links with extension services.

NARC Master Plan Targets Modern Research

Under the approved master plan, NARC will be reorganised into seven districts to bring the research centre closer to international requirements. The revamped facility is expected to include five Centres of Excellence, reference laboratories, a biorepository and new research centres.

The plan also includes a private-sector research park, a Centre for International Cooperation, a Living Laboratory and a Public Discovery Park. These additions signal an effort to make research more connected with companies, international partners and public awareness instead of keeping it limited to isolated institutional work.

The prime minister directed authorities to make both NARC and the Pakistan Agricultural Research Council more effective and to align their research activities with international standards. That instruction is significant because agricultural research only changes farm outcomes when improved varieties, disease monitoring and evidence-based practices reach growers at scale.

Farmer Impact Note: The plan will matter most if small and medium farmers can actually access quality seeds, finance and advisory support.

Key Reforms in the Agriculture Plan

Reform Area Planned Action Main Institution Expected Impact
AI field support Plant and pest identification app Government tech teams Faster crop diagnosis
Crop assessment SUPARCO-backed monitoring programme SUPARCO Better production estimates
Research overhaul Seven NARC districts and five centres NARC and PARC Stronger applied research
Farmer finance Kisan Ghar, insurance and warehouse receipts Federal programmes More credit access
Organic clusters Cotton and date pilots in Balochistan Agriculture bodies Traceable export supply

Farmer Financing and Organic Export Push

Implementation of the Agriculture Innovation and Growth Plan 2026-27 is also being accelerated. Its measures cover agricultural machinery, modern technology, digitalisation, research, capacity building, food security and financing.

Specific initiatives include Kisan Ghar refinance, crop insurance, electronic warehouse receipt financing, farm machinery financing and the Prime Minister’s National District Development Programme. Together, these measures show that the reform agenda is not limited to laboratories; it also tries to address the financing and risk-management problems that shape farmer decisions.

Pakistan is also developing cotton and date clusters in Balochistan as pilot areas for organic farming. Work is planned on national organic standards, group certification and a digital traceability system. If implemented well, these steps could help connect research and certification with storage, processing and international markets.

What to Watch After the Approval

The approval gives Pakistan’s agriculture bureaucracy a broader reform map, but implementation will decide whether the plan changes farm economics. Crop production estimates, certified seed availability and pest monitoring are technical areas where delays can quickly reduce the benefit of reform.

The government has said increasing per-acre productivity for small and medium-scale farmers remains a key priority. That goal will require coordination between research bodies, provincial agriculture departments, seed companies, digital platforms, banks, insurers and farmer organisations.

The policy direction is clear: Pakistan wants research, certification, financing, storage, processing and markets to work as a connected chain. If that chain holds, the reforms could support higher farmer incomes, stronger food security and better agricultural exports.
