Pakistan’s New Mobile Phone Leasing Policy Explained

Shaza Fatima, Federal Minister for Information Technology, has confirmed that the ministry is working on a new mobile phone leasing and financing policy for Pakistan. A draft has already been shared with mobile phone operators, and consultations with stakeholders are underway before a final decision is taken.

Why Pakistan Needs a Mobile Phone Leasing Policy

Millions of Pakistanis still cannot afford modern smartphones in one cash payment. At the same time, more services — from banking and e-commerce to education and government apps — are moving online. The IT Ministry wants to increase mobile phone penetration so that more citizens can participate in the digital economy.

A structured leasing or instalment system can help low and middle income users who earn monthly salaries but do not have big savings. Instead of paying the full price at once, customers would be able to pay in smaller, predictable monthly amounts, possibly through telecom operators or banks.

Focus on Affordability and Lower Taxes

According to Shaza Fatima, the ministry also supports reducing taxes on imported mobile phones. High duties and regulatory charges have made many new models too expensive for average users. If taxes are rationalised together with a leasing framework, smartphones could become more affordable, which would naturally raise overall usage and data consumption.

However, tax cuts are not an easy decision. The Federal Board of Revenue (FBR) argues that most handsets sold in Pakistan are now assembled or manufactured locally. This means the government must balance two goals: encouraging local manufacturing on one side, and making imported devices affordable enough to keep technology up to date on the other.

Learning from Misuse of Past Facilities

The minister also reminded that earlier governments tried to encourage phone use by giving a tax-free facility to overseas Pakistanis. Under that scheme, expatriates could bring in one mobile phone without paying duties. But the policy was badly misused.

Fraudsters began registering phones on other people’s passports, sometimes through organised networks. When Shaza Fatima tried to register her own phone, she discovered that three phones were already registered against her passport. Due to this widespread abuse, FBR ended the one-phone tax-free concession.

Any new tax relief or leasing scheme now has to be designed with strong checks so that it is not captured by smugglers or grey-market traders.

What a Leasing Framework Could Look Like

  • Credit checks and eligibility of customers
  • Monthly payment plans and maximum tenure
  • Ownership of the device during the lease period
  • Handling of defaulters and blocked IMEI numbers
  • Consumer protection and transparent disclosure of all costs

If designed properly, such a framework can protect both companies and consumers. Operators and lenders would have more confidence to finance devices, while users would know their rights and responsibilities before signing up.

What It Means for Consumers and the Digital Economy

For ordinary users, the proposed policy could mean easier access to 4G and 5G smartphones, better cameras, and more reliable devices for work, study, and business. For the wider economy, higher smartphone penetration usually leads to more digital payments, more e-commerce activity, and more app-based services, which can support economic growth and job creation.

The coming months will be important as the IT Ministry, FBR, operators, and other stakeholders try to agree on final terms. If they succeed, Pakistan could move one step closer to a more inclusive digital future, where owning a modern smartphone is possible for many more citizens, not just a small segment of the population.
