New Punjab Artist Service Fund for Financial Security

The Punjab government has launched a dedicated Rs50 crore fund to support deserving artists across the province, marking one of the most comprehensive welfare steps for the cultural sector in recent years. The fund has been created under the Punjab Artist Service Card programme and is designed to provide long-term financial security through monthly stipends, grants and other support schemes.

By formally recognising artists as a group in need of structured social protection, the initiative aims to reduce income insecurity, especially for those who struggle with irregular work, limited savings and a lack of formal employment benefits. The scheme also signals that the provincial government sees arts and culture as an integral part of social and economic life in Punjab, not as an optional extra.

Who Qualifies and How the Monthly Stipend Works

Earlier this year, the Punjab Artist Service Card programme invited artists from across the province to apply for support. A total of 2,702 applications were received. After scrutiny under the approved rules, 1,831 artists were declared eligible for benefits. Their data has been shared with the Punjab Social Protection Authority, and the disbursement process has now started.

Under the scheme, eligible artists will receive a monthly allowance of Rs5,000 to help cover basic living costs and reduce financial stress during periods with fewer projects or performances. In the initial phase, 63 artists have already been provided Rs15,000 each as part of the first round of payments, which are being made through the Bank of Punjab.

Using formal banking channels helps ensure that funds reach the right beneficiaries in a transparent way and creates a record that can be audited and monitored. Over time, the monthly stipend is expected to function as a modest but reliable safety net for artists who rarely have access to regular salaries or pensions.

Education, Medical and Welfare Grants for Artists

Beyond the monthly stipend, the Punjab Artist Service Fund includes several grant-based support measures aimed at covering major life expenses. Deserving artists will be able to apply for educational grants of up to Rs300,000, which can help pay for their own studies or the education of their children. This is especially important for families where artistic work is the main source of income and school or university fees can be a heavy burden.

Medical grants of up to Rs200,000 are also part of the package. These are intended to help artists deal with serious illnesses, surgeries or other health emergencies that can quickly wipe out savings and push families into debt. By providing targeted support, the fund aims to prevent medical crises from turning into long-term financial disasters.

In addition, there is provision for other forms of support amounting to Rs100,000, which can be used for various welfare needs depending on the guidelines. Together, these measures offer a more complete safety net for artists whose incomes are often seasonal and unpredictable.

Pension and Relief Plans for Senior Artists

The Punjab government is also looking at ways to support older artists who have spent their lives contributing to the province’s cultural scene. Proposals are under consideration to introduce a monthly pension of Rs10,000 to Rs15,000 for artists aged over 80, recognising their decades of service and the higher costs and vulnerabilities that come with old age.

There is also discussion of a relief scheme for artists above 54 years of age, who may find it harder to secure regular work as time goes on. If approved and implemented, these measures would move the programme beyond short-term assistance and toward a more structured social protection system for ageing members of the artistic community.

Such pensions and relief measures would acknowledge that artistic careers rarely come with private retirement plans or employer-funded benefits, making state-backed support crucial in later years.

Protecting Culture by Supporting the People Behind It

This new fund reflects the Punjab government’s stated commitment to uplifting the artistic community and recognising the economic and cultural value of their work. By offering stipends, grants and potential pensions, the initiative aims to give artists more stability so they can continue creating, performing and teaching without constantly worrying about basic survival.

Stronger financial security can also help preserve traditional art forms, music, theatre and crafts that might otherwise fade away as younger generations choose more stable careers. When artists are supported, they are better able to mentor new talent, invest in their skills and take creative risks that enrich society as a whole.

If implemented transparently and expanded carefully over time, the Punjab Artist Service Fund could become a model for other provinces and sectors—showing how targeted social protection can both honour the past and invest in the future of culture in Pakistan.
