Amendment Bill Brings Visually Impaired Under Disability Law

The Punjab government has announced an important legislative move to support visually impaired citizens by formally recognising them as special persons under provincial law. The Punjab Empowerment of Persons with Disabilities (Amendment) Bill 2025 has been presented in the Punjab Assembly during the current session, signalling a policy shift toward greater inclusion. According to the text of the bill, visually impaired individuals will now be explicitly covered within the legal definition of special persons. Previously, the law did not clearly define visual impairment as a qualifying disability, which created ambiguity in accessing government schemes and official documentation.

Who Will Qualify as a Special Person Under the New Criteria

Under the proposed changes, the government has set out clearer medical and functional criteria for qualifying as a visually impaired special person. Individuals with vision less than 3/60, as well as those who are completely blind, will be included in the special persons list. This threshold is intended to capture people whose sight limitations significantly affect their daily lives, mobility and ability to work without support. Once the law is passed and the rules are notified, eligible citizens will be able to apply for formal recognition under this category. The move is expected to bring many previously overlooked individuals into the official social protection system.

Special Certificates to Unlock Welfare and Job Opportunities

A central feature of the bill is the introduction of special certificates for visually impaired persons who meet the defined criteria. After registration, these individuals will be issued disability certificates recognising them as special persons in Punjab. With this documentation, visually impaired citizens will be eligible to benefit from a range of government welfare programmes, including stipends, assistive devices and targeted support schemes. They are also expected to receive facilitation in employment, such as reserved quotas, workplace adjustments and priority in certain public sector jobs. The certificates will serve as a key identity and eligibility document when dealing with government departments and service providers.

Support in Healthcare, Education and Social Inclusion

Beyond financial aid and job facilitation, the bill also aims to strengthen support in healthcare and education for visually impaired persons. Through the special certificate, eligible citizens will be better positioned to access medical treatment, eye care, rehabilitation services and assistive technologies such as white canes, Braille materials and screen readers. In the education sector, the new status is expected to translate into easier admission processes, concession policies, scholarships and better accommodation for students with visual impairment in schools, colleges and universities. Taken together, these measures are meant to promote social inclusion and help visually impaired individuals participate more fully in community and economic life.

Legislative Process and Next Steps in the Punjab Assembly

For now, the Punjab Empowerment of Persons with Disabilities (Amendment) Bill 2025 has been referred to the relevant standing committee for detailed review and recommendations over a period of two months. During this stage, lawmakers can examine the language of the bill, consult stakeholders and suggest improvements before it returns to the assembly floor. After the committee submits its report, the bill will be presented for debate and passage in the Punjab Assembly. Once approved by the house and signed by the Governor of Punjab, the amendment will become law and implementing departments will begin issuing special certificates. Advocates for disability rights see this as a positive step, but also stress that effective implementation, awareness campaigns and accessible registration processes will be crucial to ensure that visually impaired citizens actually receive the benefits promised on paper.
