LDA Sets Rs. 88.6 Billion Budget Plan
The Lahore Development Authority governing body has approved an Rs. 88.613 billion budget for fiscal year 2026-27. The meeting was chaired by Vice Chairman Mian Marghoob Ahmad, while LDA Director General Tahir Farooq briefed members on the agenda. The authority has set its revenue target at Rs. 47 billion for the new financial year.
The size of the budget shows that LDA is placing a strong focus on both development spending and internal revenue generation. For Lahore residents, the key areas to watch will be road structure plans, housing scheme development, maintenance services, commercial plot marketing and urban regeneration projects.
| Key point: The budget is not only a spending plan. It also depends heavily on LDA’s ability to meet a Rs. 47 billion revenue target during the fiscal year. |
Roads, LDA City and Urban Renewal Get Major Funds
The approved plan includes Rs. 10 billion as a Punjab government loan for structure plan roads and Rs. 6.3 billion for Annual Development Programme schemes. These allocations indicate that transport access and planned road corridors remain central to LDA’s development agenda.
The LDA has also allocated Rs. 12.5 billion for development work in LDA City, Rs. 13.5 billion for sustainable development and urban regeneration, and Rs. 4 billion for LDA Avenue 1. These heads are important because they connect the budget with visible city-level work, including housing scheme progress, renewal of older urban areas and improved public infrastructure.
| Budget head | Allocation | Purpose |
| Total budget | Rs. 88.613 billion | Main LDA and TEPA budget envelope |
| Revenue target | Rs. 47 billion | Income goal for the new fiscal year |
| Structure plan roads | Rs. 10 billion | Punjab government loan for road infrastructure |
| ADP schemes | Rs. 6.3 billion | Annual Development Programme allocation |
| LDA City | Rs. 12.5 billion | Development works in the flagship housing project |
| Urban regeneration | Rs. 13.5 billion | Sustainable development and renewal projects |
| LDA Avenue 1 | Rs. 4 billion | Scheme development and service improvement |
| TEPA | Rs. 3.5 billion | Traffic Engineering and Planning Agency budget |
Maintenance Charges Pilot Approved
The governing body also approved a Rs. 3.5 billion budget for TEPA and amendments to the LDA Building and Zoning Regulations, 2019. These decisions show that the budget is linked not only to project spending, but also to urban planning rules and traffic-related institutional work.
A pilot project was approved to introduce maintenance charges and improved sanitation and other municipal services in LDA Avenue 1, Jubilee Town and LDA Enclave. Under the plan, LDA will provide these services free of charge for the first two months. After that period, maintenance charges are expected to apply, including on residential and commercial properties of different sizes.
| Resident watch: Residents in the pilot schemes should watch the service quality during the first two free months, as future charges will likely be judged against visible improvements. |
Tech Park and Child-Friendly City Plans Move Ahead
The meeting approved the development and marketing of commercial plots on 118 kanals along Ferozepur Road near Arfa Karim Tower for a proposed LDA Tech Park. The site’s location gives the project a strong urban and commercial signal, especially because Arfa Karim Tower is already associated with technology and public-sector digital activity in Lahore.
The LDA also approved Rs. 100 million for initiatives to make Lahore a child-friendly city in collaboration with UNICEF. While the amount is small compared with the overall budget, the initiative adds a social-development angle to the authority’s otherwise infrastructure-heavy plan.
The meeting was informed that the LDA achieved a record Rs. 32 billion in revenue during the previous financial year, the first time its revenue crossed that mark. This record will likely be used as a performance benchmark for the new Rs. 47 billion target. However, the higher target will require consistent execution, strong property-related receipts and successful marketing of planned commercial assets.
For Lahore, the practical impact of the budget will depend on how quickly the authority converts approved allocations into completed roads, cleaner municipal services, better-managed schemes and transparent commercial development.
