New Islamic Loan Product Targets Women-Led Businesses

The Securities and Exchange Commission of Pakistan has approved Khud Mukhtar Khatoon, a new digital financing product designed for women entrepreneurs and women-led micro, small and medium enterprises. The product will be offered by Walee Financial Services through the Hakeem mobile application and is meant to improve access to formal finance for women who want to start, sustain or expand a business.

The facility will provide asset financing ranging from Rs. 100,000 to Rs. 1.5 million. Instead of being a general cash loan, the financing is aimed at the purchase of machinery, equipment and other business-related assets. This makes the product more useful for women running practical businesses that need productive tools, machines, inventory support or operational equipment to grow.

Why it matters: Many women-owned businesses in Pakistan operate informally or from home. A digital Islamic product can reduce paperwork barriers and improve access to formal credit.

How the Hakeem App Financing Will Work

Women entrepreneurs will be able to apply through the Hakeem app, complete registration, submit documents and move through the financing process online. The product is described as fully digital and Shariah-compliant, giving applicants access to an interest-free structure built around Islamic financing principles.

The approved facility is expected to follow a one-year repayment schedule through equal monthly installments. According to current details, financing will be subject to eligibility checks and credit assessment. This means the upper limit of Rs. 1.5 million will not automatically be available to every applicant, and the final approved amount may depend on the applicant’s business profile, documents and repayment capacity.

The product also connects with a wider push to bring underserved businesses into the regulated financial system. For women who may not have easy access to conventional bank finance, a mobile-first application route can make the process faster, simpler and more transparent.

Financial Inclusion Push Gets a Digital Boost

SECP said supporting women’s financial inclusion and entrepreneurial independence remains a key priority. The regulator has also highlighted the wider role of lending non-banking financial companies in extending finance to underserved groups, especially micro and small businesses that often struggle to secure traditional bank loans.

Between July and December 2025, lending NBFCs disbursed around Rs. 111 billion in financing and benefited nearly 7.5 million micro and small businesses. The approval of a women-focused digital financing product shows how regulators and fintech companies are trying to use mobile technology, Islamic finance and simplified onboarding to reach business owners who remain outside the mainstream credit system.

Important note: Applicants should review all charges, documentation requirements, Shariah terms, delivery process and repayment obligations before accepting any financing offer.

For small women-led enterprises, the biggest impact may come from asset ownership. A sewing machine, food-processing equipment, salon tools, small production machinery or retail equipment can directly raise income if the financing is affordable and the repayment schedule matches the business cash flow. The product’s success will depend on smooth app access, clear customer support and responsible credit assessment.
